authorizing the mayor to enter into an agreement with the ohio department of transportation for the removal and control of snow and ice and granting consent and approval to the director of the ohio departmetn of transportation to do the following on state highways withing the village corporate limits: (1) apply, maintain, and repair standard longitudinal pavement marking and erect regulatory and warning signs; (2) remove snow and ice and use snow and ice control material; and (3) perform maintainance and/or repairs
